I downloaded a "shadow copy" and inspected it. The contents of "teacup" (for example) are lists of coordinates. The first section connects vertices. The second section is a list of vertices.
[Edit: I read the included sample program input_patches.c. The "connections" are Bezier "patches", which don't seem to correspond to anything in Blender. I don't see any way to translate them with a program/script either.]
It's possible to import the vertices at least into Blender. Make a file "teacup.obj", change commas to spaces, add "v " before each line. So starting with
v 0.409091 0.772727 0.0
v 0.409091 0.772727 -0.229091
Then "File : Import : Wavefront OBJ".
Not sure it is worth it. Edges/faces can be translated but don't seem to make sense...
