I am doing the car tire exercise and so far everything is going pretty well, until I noticed that parts of the object are getting severely bent, how can I fix that and what is causing it?
You might have extra verts. In edit mode select all and Remove Doubles. Also can try to do Mesh->Clean up-> Delete loose.

You don't have all quad geometry in your mesh. Sub surf works best when it has mostly all quads. Select verts across the face and join them with "J" it will split the surface up and help smooth it.
This is not the way to make proper topology. This is a very bad n-gon and you have tris too.Also, flip the normals.
By topology you mean retopology? This is the next lesson so hopefully I'll understand what this all means.
